Dear Residents of The Woodlands:

Ed Robb has been a leader in The Woodlands for over 30 years. He and his wife, Bev, came to our hometown to establish a new church, The Woodlands United Methodist Church. His vision for reaching this start-up community for Christ led him down many paths as he organized a small band of families meeting at the original Information Center into a dynamic congregation of over 8,000 members with ministries reaching across the globe and across our wooded streets.

Many pastors devote all their time to their individual church needs which are indeed daunting. With his God-given gift of administration, Ed has been called to serve a larger congregation—our community-at-large—by spending countless hours in public service in various areas: the Interfaith Board, Cynthia Woods Mitchell Pavilion Board, The Woodlands Township Board (including two years as Chairman), The Woodlands Governance Committee, and the list goes on and on.

But a lengthy resume is not what makes Ed Robb stand out. It is his model of a life lived with purpose, a man of integrity, character, vision, and compassion. His leadership style does not seek glory and accolades for himself. Instead, he lifts others up and empowers them to expand their sphere of influence to become leaders in the community, their workplaces, and their homes.

It is men like Ed Robb who have built The Woodlands into a hometown that draws people to want to share in this kind of life for their families. We proudly endorse Ed Robb for The Woodlands Township Board Position 4.

Dear Residents of The Woodlands:

I feel very fortunate to live in The Woodlands. When we moved here in 1985, our community was just a fraction of what it is today and, in fact, when people from out of state asked us where we lived, we would respond “Houston” because people didn’t know about The Woodlands.

That is not the case today: We are a vibrant community approaching a population of 100,000 people. This didn’t just happen. It is the result of George Mitchell’s vision, careful planning and execution of that plan by those who worked for his company, and the management of what he started almost 40 years ago.

Ed Robb, a 32-year resident of The Woodlands, is a candidate for The Woodlands Township Board, Position 4. He has watched our community mature, and he has made it better through his community service, the most relevant of which is his ten years of service to The Woodlands Township and its predecessor, the Town Center Improvement District (TCID). As Chairman of the TCID, he was instrumental in finalizing the agreement with the City of Houston to free us from the threat of annexation by the City of Houston. Dr. Robb’s ability to listen, to lead, and to make good decisions are the reasons Mr. Mitchell has endorsed him.

Some are for immediate incorporation and against economic development, even though incorporation will most likely double or triple our tax burden because we will actually lose services provided by Montgomery County (law enforcement and county-maintained roads to name two) and be required to build the infrastructure for a city government. Not only does economic development make this a better place to live, it shifts a major part of our tax burden to those who shop, vacation, and attend conventions here (a majority of whom do not live in The Woodlands) and to businesses who relocate here. Approximately 58% of the total budget of The Township comes from sales, hotel occupancy, and commercial property taxes, so why would we want to stop economic development?

Unfortunately, very few residents vote in community elections. The results of this particular election will determine the future of The Woodlands. Study the issues, talk to someone who has lived in this community for awhile, consider the dollar impact of the changes that some candidates are proposing, and then be sure to vote. Don’t leave it to others to decide our future. I, personally, think Ed Robb has represented residents well, and I will be voting for him on May 8.

Longtime Community Leader and Pastor Ed Robb Announces Run for The Woodlands Township Board of Directors

The Woodlands Township Board Elections are May 8th
Early Voting in person will run from April 26th through May 4th

THE WOODLANDS – For over 30 years, Ed Robb has been serving The Woodlands community. Quietly and with integrity, Ed has answered the call to listen, to serve, to lead, and when necessary, to heal. Today, he announced that he is once again offering his service to The Woodlands community as he has filed as a candidate for Place 4 on The Woodlands Township Board.

“The Woodlands has provided the best quality of life Beverley and I could have ever hoped and prayed for,” Robb said in announcing his campaign. “We were privileged to raise our family here and be involved in the community. I will work hard everyday to protect that quality of life for every family in The Woodlands.”

Serving in a leadership position for The Woodlands is not new to Ed, as he has served on and chaired the former Town Center Improvement District (TCID) board prior to the creation of The Woodlands Township.

In fact, Ed led the Town Center (TCID) board when the agreement was brokered to set The Woodlands free from the threat of annexation by Houston. Ed was instrumental in negotiating the agreement, and was a key leader in supporting its adoption by an overwhelming majority of voters in The Woodlands.

With the Township created and approved, Ed was named chairman of the governance committee that oversaw the transition from community associations to a duly elected governing board that everyone in The Woodlands gets to vote on personally. The official transfer of powers and duties from the community association to The Woodlands Township took place January 1, 2010. Ed Robb’s involvement and leadership help make the transition seamless, and ensured that the interests of neighborhoods and villages were top priority.

“It’s important that we keep taxes low, grow our commercial tax base, and continue to add police officers to address an increase in public safety concerns,” said Robb. “Those are the priorities I offer voters in The Woodlands.”

In addition to leading the charge to set The Woodlands free, and helping to guide the transition, Ed has served the community in many other ways. He has Chaired Interfaith of The Woodlands. He’s been a Director of the Cynthia Woods Mitchell Pavilion. He’s a past Director of the South Montgomery County YMCA.

Ed also answered the call when disaster has struck. His rapid response in the wake of Hurricane Katrina gave hope and assistance to over 5,000 evacuees. He mobilized countless volunteers and provided shelter for the hardest hit for 3 months. Ed saw to it that dormitories were provided to house families and individuals, that legal and medical assistance was available, and that evacuees received tutoring and counseling.

In addition to his community service Ed Robb is best known as the founding pastor of The Woodlands United Methodist Church. Since its beginning in January, 1978, this congregation has been one of the fastest-growing churches in America with a current congregation of over 8,400.

THE WOODLANDS – Ed Robb is the founding pastor of The Woodlands United Methodist Church. But having lived 32 years in the surrounding community, Robb almost qualifies as a founding father.

A lot has changed since Robb moved his family to The Woodlands in January 1978. Back then it had fewer than 3,000 residents. Today, its population is close to breaking the 100,000 mark.

“We have been privileged to raise our family here and be involved in this community,” Robb said.

Chair of the former Town Center Improvement District board prior to his appointment to The Woodlands Township board of directors, Robb is “deeply committed” to maintaining the quality of life issues that have made The Woodlands such an attractive place to live.

“I’m running as a citizen who loves The Woodlands,” he said.

Robb, 59, is one of four candidates who have filed for Position 4 in the May 8 general election. Robb is seeking re-election to the township board against Ronny Taylor, Deborah Sargeant and Randy Scott.

“I’m not running against the others who have filed. I’m running for the office with a positive message,” he said.

Robb admits conducting a re-election campaign is “definitely different” than when he was an appointee to the TCID and township boards. However, he’s rapidly growing comfortable with the political challenge.

“I’m putting forward my record and asking for (the public’s) support,” he said. “It’s a matter of understanding the needs of residents as well as those of the commercial district.”

“Before I vote on any issue I ask, ‘How will this effect the quality of life for families in The Woodlands?’”

That quality of life includes factors like law enforcement, taxes, economic development and environment, Robb said.

The need for public safety is the township’s “bedrock,” he said. “Without it, property values will erode and our commercial district will suffer.”

But there is a cost associated with those level of services. Robb voted to increase the township’s staffing of the Montgomery County Sheriff’s Office to 82.

“We need to balance the needs against the revenues,” he said.

Robb said that balance is the result of his support for funding two new fire stations in 2011, the creation of 116 parks, 185 miles of hike and bike trails and maintaining The Woodlands’ ecological-friendly reputation – while reducing the township’s ad valorem tax rate to 32.8 cents per $100 valuation.

Robb said his interest in seeking re-election is a continuation of his involvement in The Woodlands’ escape from the threat of annexation by Houston. Unfinished business remains, he said.

“It’s an important time. My commitment is to keep the value of The Woodlands,” Robb said.

Elections Vital to The Woodlands

What is at stake?
The outcome of this election will have significant consequences for the future of The Woodlands and the lives of every resident, business and social institution in our community. What is required is a township board that has the skill, experience, intelligence and dedication to work in harmony and focus on how we maintain and enhance the quality of life and amenities we have become dependent upon that makes The Woodlands one of America’s most highly ranked places to – as George Mitchell noted in 1972, “A master planned community in which one could live, work, shop, learn and play.”

What you need to know
As is the case in every election, we are bombarded with a multitude of comments and communications from the competing candidates. Our task and responsibility is to sort out, as best we can, what is and what is not factual and relevant.

For example, we frequently hear people say or write, when being critical about the current state of The Woodlands, “This is not what George Mitchell had in mind in his vision of The Woodlands.” Similarly, they will heap scorn upon “The Developer” for sacrificing the needs of residents in order to attract companies and businesses – be they retailers, restaurants or visitors.

As if “The Developer” was not adhering to an established plan and requirements and merely operating in some capricious and arbitrary manner.

The facts
In 1972, the U.S Department of Housing and Urban Development agreed to provide $50 million in loan guarantees to a Mitchell Energy subsidiary for development of The Woodlands.

The “Project Agreement between The United States of America and The Woodlands Development Corporation,” dated as of August 23, 1972, and available to the public, spells out in great detail the development plan and time lines.

Among the requirements are the development and operation of: Housing and Housing Mix, Commerce, Industry, Health Services, Education, Culture, Social Services, Culture and Entertainment.

What is clear from a study of The Agreement is that The Developer has not only met all of the requirements and goals but in many cases exceeded and added to the amenities and benefits of all residents – pathways, trees, parks, schools (both public and private), churches, fire and police services, a beautiful waterway, convention center, The Cynthia Woods Mitchell Pavilion, the Mall and Market Street. As well as a remarkable collection of original public art, The Woodlands Waterway Arts Festival, live entertainment in our parks and to encourage the many homegrown performing artists – be they dance, theater or music – public places where they may share their talents with the community and visitors.

Who pays the bill?
Try as you may you will not find another location-community in the country with a comparable quality of life, amenities, family serving institutions’, natural beauty, law enforcement and recreational activities for all generations – where historically property values increase, while resident taxes decrease.

How is that possible? What is the source of our wealth? In his book, “The Woodlands: The Inside Story of Creating a Better Home Town,” Roger Galatas makes what may well be an obvious point but one worth remembering as we head for the polling places: “Community governance was and is important.” While there were times when “The Developer” and the various community associations differed in policy or action, debate was for the most part civil and constructive. Both groups having in common a single purpose to establish a strong financial base and maintain the high standards set by George Mitchell. There was consensus to have a plan, which would have a reasonable and necessary balance of residents as well as businesses – both being essential in generating the financial resources essential to maintain all of the services required by a growing population.

Did it work? Bruce Tough, a member of the Township Board noted the following: “The financial success of The Woodlands stems from its strong design. The Woodlands has been run like a business focusing upon providing essential city services at affordable costs, building up capital reserves and planning for the future. We did not go out and borrow ourselves rich.”

How does it work?
Over the course of the past 15 years, 14 different major corporations have established offices and other facilities in The Woodlands. Each received tax abatements that will soon expire. For example, in 2010, Anadarko Petroleum’s annual tax value of $133,898,786 will be added to the annual township tax rolls. Further, of these 14 companies alone, many who are already on our tax rolls, once their abatement expires, will be valued at $554,940,497.

These same companies employ 8,547 employees, of whom 44 percent percent reside in The Woodlands, and thus, will also be contributing to our tax base.

The lesson we learn
We have a great thing going here in The Woodlands – we do not want to foul up the works. History shows us that what we have been doing and the manner in which we have operated as a unified community really does work to the benefit of all of us.

From our elected officials we ask that they pledge to remain focused upon those issues and policies, which best enables us to retain and enhance the many wondrous, diverse and rewarding benefits that have made our hometown the very best in the land.

To lay aside personal agendas and ambitions and as we have become a model for many other communities let our leaders, by their behavior, wisdom and dedication, become a model for the governing bodies of all communities.
